
Quality Manager (ISO 9001 & Management Systems)

We are looking for a Quality Manager to take ownership of our ISO 9001 quality management system. You will help build an integrated management system that supports every part of our business. You'll work with department heads across Recruitment, Payrolling, EOR, Academy and Shared Services, shaping how quality is embedded throughout the organisation.
Role Responsibilities
- Take full ownership of Octagon's ISO 9001 quality management system, building it out from the existing Quality Policy and QMS Framework into operational, department-level procedures
- Establish and maintain process documentation across the service-delivery departments: Payrolling, EOR, Recruitment, Academy and Shared Services
- Own document control for all QMS artefacts: numbering, versioning, review, approval, distribution and retirement
- Maintain the QMS registers: customer feedback, supplier evaluation, nonconformities, and corrective and preventive actions
- Lead the internal audit cycle and management review meetings
- Drive Octagon's readiness for ISO 9001 certification and the certification audit itself
- Own the nonconformity, corrective action and continual improvement process across both standards
- Take ownership of the ISO 27000-series organisational clauses (Clauses 4–10) and align them with the equivalent ISO 9001 clauses under a single integrated management system
- Maintain the Statement of Applicability, risk register and treatment plan alongside our external consultancy
- Keep the ISMS document inventory and review cadence on track, routing documents for sign-off and submitting them to the Information Security Committee
- Contribute to the Stage 1 evidence pack, linking clauses and applicable Annex A controls to current, controlled documents
- Check that the operational security controls run by the IT function (asset management, access control, equipment and vendor maintenance) produce complete, audit-ready records, and verify them through the internal audit cycle
Essential Skills & Experience
- 2- 5 years of professional experience in a quality, compliance, or management-system role
- Mandatory: hands-on experience implementing or maintaining at least one formal management system (ISO 9001, ISO 27000 series, or comparable)
- Solid understanding of the underlying methodology: you can explain and apply the High-Level Structure (Clauses 4–10), not just describe having worked alongside a certified system
- Demonstrable document control experience: version control, naming conventions, document registers and approval workflows, with concrete examples
- Experience preparing an organisation for an external certification audit (Stage 1 or Stage 2)
- Track record of closing corrective actions and nonconformities from finding to closure
- Strong written and spoken English (C1 or professional working proficiency)
- Right to work in the Netherlands
Desirable Skills & Experience
- Working knowledge of GDPR/UAVG: privacy by design, data subject rights and breach notification
- ISO 9001:2015 Lead Implementer or Internal Auditor certificate
- Exposure to ISO 27001 or another information security framework
- Comfortable working with Microsoft 365 (SharePoint, Teams, Outlook, Excel) for registers and dashboards
- Experience in HR services, recruitment, payrolling, EOR or a similar professional services environment
- Dutch language skills a plus
