Octagon Professionals is looking for a team of Assistant Project Controllers to support the Program Management Support Office in the directorate of Navigation at ESTEC, in Noordwijk. The role is pivotal for providing expert support to eight projects; Galileo, Egnos, HSNAV, NAVISP, LeoPNT, H2020 and Genesis. The project control support service consists of supporting ESA Project Controller with tasks of administrative nature, including the audit trail and log maintenance which require interaction with the industrial teams.

The service is based in ESTEC in Noordwijk, the NL and supports remotely the site of CST in Toulouse, France.

Please note, that the successful candidate will be employed by Octagon Professionals.

The tasks include the following:

Procurement Support tasks

  • Support coordination and update of all procurement activities in the related systems, providing the overall oversight and pro-active follow-up to clarifications, issues, requests for information, approval workflow, and providing activity logs, status, and statistics for all actions.
  • Implement approved accruals, report the status of contract payment milestones, update payment milestones in various ESA tools (e.g. SAP) and support contract close-out activities in ESA systems.
  • Provide reporting such as activity logs, statistics, and progress status on the work package tasks.
  • Maintain process documentation, operating procedures, guidelines, and training materials for procurement actions.
  • Provide inputs and recommendations for process optimization for procurement support activities and tasks.
  • Support the implementation of Purchase Orders or Contract related objects and Procure to Pay project control related objects.

Planning and Controlling Tasks

  • Ensure the data consistency between the ESA corporate financial systems and in the NAV planning databases.
  • Support the implementation, update and reporting of all Cost at Completions (CACs) in the NAV planning and control database in line with the CAC Book Captains guidelines.
  • Provide consolidated programme level data management support, analysis, tailored reports/dashboards, and inputs to management presentations.
  • Support the multi-year planning exercise and Interim/End of Year/End of program financial closure exercise (e.g. data collection, updates, analysis, corrections, reporting).
  • Support the Quarterly Cost Report (for ESA Programmes) and Quarterly Implementation Report (For EC Programmes) exercises including identification and analysis of variances in the financial data and implementation of approved updates.
  • Support Geo-Return management (for the ESA Programmes, a similar exercise is expected for the EC Programmes called Industrial Statistical report) and controlling in close coordination with the relevant Book Captains.
  • Support to manpower planning and control in close coordination with the CAC Book Captains.
  • Support the yearly NAV missions budget setting exercise and monitoring.
  • Support data auditing and follow-up activities on NAV tools (e.g. IPCDB and SAP) & corporate systems.
  • Support financial and management audit(s) preparation and follow up activities.
  • Support to reporting.
  • Support to Decision Cards: support to identify and document assets using decision cards.

Job Requirements/Competences:

  • A minimum education – Bachelor’s degree in business subjects. Professional certifications in the management domain are an asset.
  • Minimum 3 years of relevant work experience.
  • Proficiency in the use of MS Office, Power BI and Business Objects.
  • Demonstrated experience in the space sector is an advantage.
  • High capacity to interact and communicate with international teams, technical and business domains.
  • Service delivery orientation.
  • Effective time management.
  • Highly proficient in communication in English (written and oral).
  • Ability to act independently, as well as in a team.
  • Forward thinking and proactive approach.
