How to apply for a UK sponsor licence (and what it actually costs)
Hiring someone from outside the UK starts with one permission: a sponsor licence. Without it, an employer cannot issue a certificate of sponsorship, so no Skilled Worker visa follows. This guide covers the sponsor licence application, the sponsor licence cost in 2026, and the sponsor management system.
What is a sponsor licence application?
A sponsor licence application asks the Home Office for permission to employ workers who need a visa. Once approved, you gain access to the sponsor management system. You can then assign a certificate of sponsorship to each overseas hire. The licence lasts indefinitely, unless UK Visas and Immigration (UKVI) revokes it or you surrender it.
Two routes differ. Licences for the UK Expansion Worker and Scale-up routes last four years at most. For Skilled Worker sponsorship, however, the old renewal cycle no longer applies.
Who can apply for a UK sponsor licence?
Any genuine organisation operating lawfully in the UK can apply. You need systems to monitor sponsored workers, plus named people to manage sponsorship. Unspent convictions for immigration offences, fraud or money laundering rule you out. UKVI may also visit before deciding.
Three roles sit at the centre of every licence:
- Authorising officer – the senior person accountable for your sponsorship activity.
- Key contact – your main point of contact with UKVI.
- Level 1 user – the person who runs day-to-day work inside the sponsor management system.

How do you apply for a sponsor licence, step by step?
The sponsor licence application runs online, then moves to a document stage. Most employers follow five steps. Accuracy matters more than speed, because weak documents cause many refusals.
- Check eligibility and confirm whether you count as a small or medium/large sponsor.
- Choose your licence type: Worker for long-term roles, Temporary Worker for short-term routes.
- Appoint your key personnel and check each one meets the Home Office criteria.
- Complete the online form, pay the fee, then send the documents UKVI requests.
- Respond quickly to any follow-up question or compliance visit.
What does a sponsor licence cost in 2026?
Three blocks make up the sponsor licence cost: the licence fee, the certificate fee and the immigration skills charge. Your size decides two of them. You usually count as a small sponsor when at least two of these apply:
- annual turnover of £15 million or less
- total assets of £7.5 million or less
- 50 employees or fewer

Fees rose again in 2026, so check the current Home Office figures first. Charities pay the small sponsor rate. The immigration skills charge often surprises employers, because it scales with the visa length. You must also pay the certificate fee yourself. Passing that cost to the worker can cost you the licence.
How long does a sponsor licence application take?
The Home Office decides most sponsor licence applications in less than eight weeks. A priority service costs £750 and delivers a decision within ten working days, subject to daily capacity. Budget time for the visa stage too, since the worker applies afterwards.
What is the sponsor management system used for?
The sponsor management system, or SMS, is the Home Office portal for licensed sponsors. Level 1 and level 2 users assign a certificate of sponsorship, request extra certificates, add users and report changes. Almost every sponsor duty runs through it, so access control matters.
How does a certificate of sponsorship work?
A certificate of sponsorship is an electronic record, not a paper document. Defined certificates cover Skilled Workers applying from overseas, and usually arrive within one working day. Undefined certificates cover in-country applicants. After you assign one, the worker has three months to apply.
The role must also clear salary and skill rules. Skilled Worker pay must reach £41,700 a year or the going rate, whichever is higher. Lower thresholds apply in limited cases. Medium-skilled roles no longer qualify automatically, so check the eligible occupation list first.

Sponsorship is the main reason a foreign company needs a UK presence. Only an organisation operating in the UK can hold a licence. Overseas employers therefore choose between incorporating a UK company and working with a partner that already employs people compliantly there.
